Iran’s status is veering away from being a ‘foe’ (the US welcoming Tehran’s cooperation in stabilizing Iraq now, similar to such collaboration on the removal of the Taliban). ‘Moderate’ Muslim allies like Saudi Arabia and Pakistan are still needed by the US in the ‘war on terror’ but that ‘doctrine of necessity’ is sustained by a sea of suspicion.
Take the widening gap on Afghanistan between Washington and Islamabad. For the first time, a senior American official publicly corroborated what was being regularly published in the US media. On September 30, deputy Secretary of State Richard Armitage told an American Congressional committee that while he believed General Musharraf was ‘genuinely trying to curb Taliban an al Qaida activities’ on the border with Afghanistan, ‘but I do not think that affection for working with us extends up and down the rank-and-file of the Pakistani security community.’
A week earlier, during his visit to Canada, President Musharraf had hinted, also for the first time, that if the situation continued to worsen, a resurgent Taliban could threaten the Karzai government.
What has led to this wide gap in perceptions between Islamabad and Washington, which, over time, can have policy implications?
The answers lie in Washington’s failures and Islamabad’s frustrations, despite their cooperation in the ‘war on terror’. 
It is now clear that America’s invasion of Iraq was a monumental blunder, which weakened the Bush administration at home, and abroad, as the US Advisory Group on Public Diplomacy for the Arab and Muslim World’s report on ‘Changing Minds, Winning Peace’ (issued on October 1) makes abundantly apparent, ‘hostility toward America has reached shocking levels.’ What is worse that once the US turned attention away from Afghanistan toward Iraq, Washington’s initial success in removing the Taliban has been progressively reversed.
On May 1, 2003, while a triumphant President Bush was announcing the victorious end to the Iraq War from an aircraft carrier, the same day, Secretary of Defense Donald Rumsfeld was equally ebullient in proclaiming from Kabul that the ‘bulk of the country is now secure’ since ‘major combat activity’ in Afghanistan was over. 
Obviously, Bush and Rumsfeld spoke too soon, and both have had to literally eat their words.
In a return visit to Kabul, on September 7, 2003, Rumsfeld was clueless about the worsening situation in Afghanistan, and he replied: “You ask what we’re going to do and answer is, ‘I don’t really know”.
And what is the profile of post-Iraq Afghanistan:
  In 2001, during the Taliban period, Afghanistan was producing 12 percent of the world’s opium, today it’s share is a whopping 76 percent, with revenues from the drug trade put at 1.2 billion dollars per annum, more than any foreign aid from donor states;
  In 2002, the US spent 10 billion dollars in Afghanistan, over 9 billion dollars for its military operations and only 600 million dollars for development and reconstruction of Afghanistan. And the of the 87 billion dollars that President Bush has asked from Congress for Iraq and Afghanistan, only 1.2 billion dollars is for Afghanistan, while spending in Iraq is at 1 billion dollars per week;
  Armed attacks on foreign aid workers in Afghanistan have jumped from one a month to one every two days since September 2002 (when Bush formally proclaimed Iraq as the top priority in the ‘war on terror’ from the United Nations podium), with August 2003 as the bloodiest month since the Taliban’s removal in November 2001;
  Half of Afghanistan’s 32 provinces, mostly in the south and east, are now almost off-limits to foreign aid workers and the US army, whose reliance on warlords to combat remnants of al Qaeda and the Taliban have unwittingly helped to undermine the writ and authority of the Karzai Administration.
But the problem is that America’s incompetence, evident from its failure in Afghanistan, is now being blamed on Pakistan, while Islamabad’s frustration primarily stems from the India factor in Afghanistan.
There is a widespread feeling among Pakistanis of being short-changed by the US, that despite Pakistan going the ‘extra mile’ for America’s interests in Afghanistan, its own concerns and interests on its western front have not been adequately addressed, while India has been allowed to gain strategic space in Afghanistan at Pakistan’s expense.
In fact, the perception in Islamabad is that threats to Pakistan’s security may even have enhanced with the US either turning a blind eye or winking at an expanded Indian military and political role in the region, in Afghanistan, Central Asia as well as with Israel. THANKS</description>
