You just jabber "Nepalese cross the border and enjoy rights as an Indian." Majority of the Nepalese which totals 15 million are living in India. They were in India because Nepal ceded two-thirds of its territory to British India. Now they have no state but been reduced to stateless citizens.   Such a strategic paper or article holds no water as Indians are lazy bums but dream of something which is not achievable. China was scratching in 1950 and India was the fourth largest economy in 1950. Where does China stand today? I just read a news story: "42 percent of Indian children under five are malnourished". Please take care of these children instead of dreaming big. You know small steps make a difference. Indian prime minster Manmohan Singh said: "India's malnourished children are national shame."
