How can you just mark all major towns and terrorists hubs? Or are you just thinking this up? Also as far as I know Tablighi Jamaat is neither a theological group or political organisation and are closely associated to Deoband i.e. they follow Deoband mostly. So any fatwa issued by Deoband would be approved by TJ as well. Lastly, there was a recent fatwa that said India is Dar-ulaman, so your basic premise of considering India dar-ul-harb is wrong let alone the rest of the post.
