The agencies may or may not have failed. It is the policy which has failed. A policy of merely appealing to the international community every time there is a terror attack in India and calling upon the culprit to take action against its own machinery is no policy. What is needed is strong arm tactics of reprisals, of covert actions and targetted killings. Or be prepared to persih. Diplomacy, international opinion and human rights be damned.

Your comments about int failure is 100% correct. I know a few chaps in police Int in Pune. They are lousies. Central IB boss poses as the biggest officer in town. He does not respond to calls. Things should improve for the better.

One last thing sir, I have observed that every time there are India Pakistan peace talks a Bomb explodes in India. I guess it is Pakistan’s way of saying we can hit u any time we want. That way they have a edge during the negotiations. Sir please respond

My point being, if these incidences have to be stopped then we would have to train local police officer to do more than collect haftas for protection. We have to train each every one of them to penetrate such cells which are generally in muslim dominated areas. Such areas are alsio very touchy when it comes down to religion, one false step and the entire country will be flooded with news on human rights of Muslims being abused. Besides billions of dollars will have to be spent to increase the police staff and giving them the means to be vigilant 24/7

I think it would be cheaper if New Delhi decided to support various shia elements in Pakistan who are constantly being targeted. Pakistan in its effort to defeat India has forgotten to gaurd its rear. It would be much cheaper and at the same time ISI would get a taste of its own medicine.
